Fighting Aquatic Invasive Species is a relatively new development, but never the less, a real threat to lake water quality deserving our attention. Funding for water safety and fighting invasive species have been a major concern of the Water Safety Council. In 2005, our state Representative Mike May and Senator David Johnson introduced legislation to increase boat registration fees with the new revenue dedicated to water safety and fighting invasive species. This legislation passed the House and Senate in April 2005 and was signed by the Governor. The increased fees will go into effect this spring. The boat registration fee for 92% of Iowa boats will increase by $2 to $6 per year. Although a few dollars per boat doesn’t sound like much, when it is multiplied by Iowa’s 230,000 boats it will generate $960,000 of annual funding for water safety and fighting invasive species. This new legislation will also increase the boat registration period from two to three years. This means that although your new boat registration fee will seem like it increased by more than a few dollars, you will not have to renew your boat registration as often. The new law - Iowa Code section 462A.52 - specifies that boat registration fees must be spent on water safety and fighting invasive species. In addition, the Department of Natural Resources must now annually report to the legislature the source and amounts of all funds spent on water safety and fighting invasive species. The first report is due December 31, 2007 and each year thereafter until 2013. For 2006, the DNR did increase spending for water safety on the Iowa Great Lakes. With the increased boat registration fees going into effect this spring – and an appropriate allocation of these resources - funding for water safety and fighting invasive species should begin to reach a more appropriate level than where it has been in the recent past.
